President Volodymyr Zelensky of Ukraine, on Wednesday, pitched to lawmakers his blueprint to prevail in the military struggle with Russia by bolstering the country sufficiently to end the war in 2025.
Zelensky’s blueprint has drawn a lukewarm response from allies as many Ukrainians as an attempt to sell his message at home and reassure a nation where war fatigue is on the rise.
The proposal, which the president has called a “victory plan,” aims to strengthen Ukraine’s position enough on the battlefield to force Russia to negotiate an end to the war.
